All FSBIT employees are committed to serving member districts in ways that both save resources and protect school district staff and physical assets. This shared belief that “every dollar saved through loss prevention or efficient claims processing is a dollar returned to the schools” has helped to turn that commitment into professional practices completed by dedicated staff.



David has been working with Florida School Boards Insurance Trust for the past 10 years as a Member District Risk Manager. On March 18, 2013 David was selected as the Executive Director of Risk Management for the Florida School Boards Insurance Trust. David has a Bachelor of Science degree from University of the Cumberlands in Williamsburg, Kentucky and a Masters in Educational Leadership from the University of South Florida in Tampa. David has 25 years of school system experience in Florida – 17 of those years in administration. He has served as an assistant principal, principal and at multiple district administrative positions. Prior to pursuing teaching as a career, David worked for IBM and Rockwell International.



Linda Quick started working with the Florida School Boards Association as Comptroller. She transferred to the Insurance Trust in 2004 and serves as the Director of Business Services. Linda is a Certified Public Accountant and worked for many years in both private and public firms. Her current responsibilities include: oversight of the Trust’s business services which include: supervision of Support Services, Bill Review, Finance, and IT.




Scott Blaser has 34 years of experience in Risk Management and Safety/Health, the last 9 years working with public sector exposures such as school districts/cities/counties.  He is a nationally Board Certified Safety Professional, holds certificates in Risk Management for Public Entity, Human Resource Generalist, and Food Safety Management.  He is a licensed Florida General Lines Insurance Broker, a professional member of American Society of Safety Engineers and has held a number of officer positions, a professional member of the National Fire Protection Association and currently sits on two Technical Committees (Emergency Service Organization and Risk Management NFPA 1250 and 1201) and a member of the Florida Public Risk Management Association.  Has a Bachelor of Science degree in Industrial Technology/Safety Studies from the University of New York at Buffalo.

Serving currently as Director of Insurance Operations, Scott heads up the Loss Control Services team of workers’ compensation adjusters, property and casualty adjusters, nurse case management and safety specialists.  During his off time Scott volunteers as a Certified Endurance Coach for the Leukemia & Lymphoma Society
